Clemente Cardinali nacque a Velletri nel marzo 1789. La sua formazione artistica è stata influenzata dalla forza di animo della madre e dall’operosità del fratello Luigi. Dopo aver compiuto i primi studi a Velletri, fu mandato a Macerata per iniziare gli studi giuridici, ma fu richiamato a causa dell’occupazione francese delle Marche nel 1807.
